When he/she picks up enough speed, the holder lets go of the kite; and it catches the wind and begins to fly. Once it gets high enough, the kite will pull the surfer or snowboarder, rather than vice-versa.
Why do surfers and snowboarders use a slingshot kite? They usually use these kites because they allow them to get more lift after going over a wave or a jump. These are usually employed in extreme sports events, but can be quite dangerous for someone who has no training.
